The initial posters base premises are flawed. 0.0 alliances are not the warmongering one dimensional entities that are posted. Many, if not most, 0.0 alliances have industrial wings who mine, build ships, participate in the tech II market, etc. If they did not the economics of constant PvP would drive them out of 0.0. For those ppl, who do already mine and produce in 0.0 as part of alliance, do you really think they want to compete for ore and markets with carebears unwilling or unable to protect themselves and others?
The other issue is the proposal that 0.0 alliances could be motivated to spend any significant time attempting to protect carebears. I'll say a few things about that quickly:
1. Most PvPers, even part time PvPers, have immense contempt for non-fighters. This is an age-old issue that has RL implications.
2. Most PvPers are financially independant. Even if they don't have an industrial wing, they can always take those 4 mil skillpoints in gunnery and that BS they have and go NPC. In deep 0.0 alliance space that means not only isk and items, it means the odd faction or officer BS with modules that will make them tens, if not hundreds of millions. What would those folks care for a little percentage of what miners and producers might make in their space, especially if they don't respect the carebears much to being with?
3. It is almost impossible to protect the weak in 0.0. I'm sorry, it is. You give me four total carebears, with no combat sense. Put 'em in Covetors, in a belt.
Do you have any idea how much of a force it would take to GUARANTEE their protection both from NPCs and from hostile raiders? All it takes is one taranis to kill all 4 barges, unless the nublets are smart enough to warp off, and I bet the taranis gets two, first one easy warp scrambled and another gone afk in the belt. So who is in the belt to protect from the taranis? Cap for mining ops is usually a tanked battleship. If is highly unlikely to be able to take the taranis down if the taranis stays out of webber/nos range, unless it gets lucky on transversal using a target painter.
So how many ppl do we need in that belt to GUARANTEE the carebears live? A BS and a HAC? Maybe a BS and an assault frig minimum?
How long would any PvP honestly sit in a belt just for isk or the promise of benefits?
Oh, and 4: With the advent of freighters the supply problems in 0.0 are solved. Load a well defended freighter up with tech II ships/modules and low mins and fly it to the alliance's HQ system, where it can supply them for weeks, even months. The last problem of 0.0, having to go to empire to pick up a ship or tech II mods is solved, and the vast majority of 0.0 alliance members never leave 0.0 again.
